In Facebook Ads Manager, the Campaign structure is comprised of three levels which are campaign, ad set, and ad. 

At the campaign level, you choose Ad Buying Method which is auction by default, always used for buying ads on Facebook and Instagram.

At the Ad Set level, you choose placement, audience, optimization for ad delivery, bidding strategy, Budget, and Scheduling.


At the Ad level, you choose the ad format and ad creatives. There are many options for ad creatives such as Images Ads, Text Ads, Carousel Ads, Collection Ads of videos, and Images.
